The China Internet Development Report 2025 and the World Internet Development Report 2025, two blue books compiled by the Chinese Academy of Cyberspace Studies, were officially released at the 2025 World Internet Conference Wuzhen Summit on November 8. 

Since 2017, the blue books have been released globally for nine consecutive years. These important theoretical and practical research outcomes from the World Internet Conference fully demonstrate the new progress and achievements in internet development, garnering widespread attention both domestically and internationally.

The year 2025 marks the 10th anniversary of President Xi Jinping's proposal on jointly building a community with a shared future in cyberspace. It also sees the conclusion of the 14th Five-Year Plan (2021-25) and serves as a pivotal period for shaping the 15th Five-Year Plan. Fundamentally guided by President Xi's important thought on building China’s strength in cyberspace, the blue books comprehensively analyze the development trends of the internet in China and around the world, and provide insights and intellectual support for global internet development and governance.

The China Internet Development Report 2025 summarizes the practical achievements and trends in China's internet development over the past year. 

According to the report, during this period, information infrastructure has been continuously optimized and upgraded. The digital economy has developed with enhanced quality, depth, progress and stability. Digital industrialization has seen continuous highlights and innovations, while industrial digitalization has further deepened. Cutting-edge technologies such as AI, blockchain, and quantum computing have shown significant empowering effects. The supply of online content and digital culture has become precise and diverse. The building of a civilized and well-regulated cyberspace has been consistently deepened, and the comprehensive cyberspace governance system has been further refined. The modernization of China's cybersecurity safeguarding capacity and governance system has advanced continuously, with a substantial leap in the country's cybersecurity protection and safeguarding capacity. The development of e-government and digital society has improved in both quality and efficiency, with remarkable results achieved in data empowerment for high-quality economic and social development. The systematization and standardization of law-based cyberspace governance have been increasingly strengthened. The legal system for cyberspace has been further improved. The online business environment has been optimized, and the platform economy has grown in an orderly manner. According to the principles of extensive consultation, joint contribution, and shared benefits, China has been participating in global digital governance, advancing the building of a community with a shared future in cyberspace into a new stage.

The World Internet Development Report 2025 reviews and summarizes the conditions of internet development from a global perspective. 

It shows that in the past year, information infrastructure development has provided strong support for digital transformation, continuously evolving towards intelligence and sustainability. Fundamental and applied technologies in the information field have accelerated their progress, injecting new momentum into the digitalization of industries. AI has driven innovation and growth in the global digital economy, while technology has empowered the development of global internet media to foster the intelligent transformation of content production. Global cybersecurity has presented a complex landscape featuring both militarization and intelligence, where major countries and regions have continuously enhanced their cybersecurity capabilities. Innovative applications in government affairs have persistently advanced the digital transformation of governments, with notable achievements made in the development and utilization of public data and the cross-border data flow. Promoting the orderly development of technical specifications is a key topic in global law-based cyberspace governance. Countries have increasingly prioritized digital governance rules, engaging in both cooperation and competition in key areas such as technological R&D, standard-setting, and infrastructure development.
