Introduction

In order to implement the requirements of the Cybersecurity Law and conduct the international cooperation mechanism for industrial information security emergency response. With the guidance of the Ministry of Industry and Information Technology (MIIT), CICS-CERT has conducted two international series of industrial information security emergency response conferences on 2019 and 2020. 

In order to implement the requirements of the Cybersecurity Law and conduct the international cooperation mechanism for industrial information security emergency response, CICS-CERT has conducted the international industrial information security emergency response conference for two consecutive years from 2019 to 2020 with the guidance of the Ministry of Industry and Information Technology (MIIT).

The conference has more than 230 representatives of international organizations, leaders of industrial information security companies, experts attended, and also has attracted more than 1200 people from 31 countries and regions to participate in online. Focusing on industrial information security emergency management, monitoring and early warning, information sharing, incident handling, and personnel training, the conference carried out exchanges and discussions among participants to promote international cooperation in industrial information security emergency response.

Establish the overall national security concept 

In recent years, the cybersecurity incidents was deluged in industrial fields, such as in energy, manufacturing, petrochemical, transportation, and electric power industry. The cybersecurity environment has become increasingly severe, and industrial information cybersecurity has become a global focus. The International Conference on Industrial Information Security Emergency Response follows the guidance of a holistic view of national security concept in China. It adheres to the principle of "peaceful and cooperation, openness and inclusiveness, mutual learning, and mutual benefit". CICS-CERT hopes to strengthen communication and enhance the mutual trust with countries participating the Belt and Road Initiative, promote international cooperation and work together to deal with industrial information security risks.

With the normalization of the global pandemic prevention and control, strengthening international cooperation has become more prominent. The international cooperation in the field of industrial information security emergency response in the next stage should give priority to following the principles of extensive consultation, co-construction and sharing, to promote the inclusiveness and sharing of win-win cooperation results of industrial information security emergency response. For sure, more efforts will be made by CICS-CERT to support the international communication and cooperation in the field of industrial information security emergency.

Expand the scope of international exchanges on industrial information security emergency

First of all, it has set up the first domestic industrial information security emergency cooperation and exchange platform. In the conference, the leader of security department of global system for mobile communications association (GSMA), vice president of the European Chamber of Commerce Information and Communication Technology Group in China, director of Albania's National Electronic Authentication and Network Security Agency, deputy director of Myanmar National Cyber Security Center and other foreign guests shared industrial standard, technical services. Venustech, Nsfocus, Eversec and other domestic enterprises shared the best practice experience of an industrial information security emergency. The conference established and consolidated the foundation for international cooperation in the field of industrial information security emergency response for the first time.

Second, guests from different countries launched the Belt and Road industrial information security international cooperation proposal. From five aspects in promoting emergency international exchanges, industrial information security emergency industrial cooperation, carrying out industrial cybersecurity emergency education, strengthening the risk information sharing and exploring the emergency response capacity building, the proposal enhanced international cooperation and ensured the high-quality development of the Belt and Road Initiative.

Third, it released the first domestic research results related to industrial information security emergency response as "Research Report on China's Industrial Information Security Emergency Services Force". In response to the frequent industrial information security incidents and the rapid development of industrial information security companies, CICS-CERT conducted a one-year in-depth investigation, analyzed the current situation of emergency service capacity building, and proposed suggestions on an emergency international cooperation pattern. The suggestions in the report have laid a solid foundation for further emergency work.  

Deepen international cooperation in industrial information security

Firstly, it has promoted the continuous optimization of the international cooperation environment for industrial information security emergency response. The seminar used "offline + online" model and attracted 31 countries and regions' guests, including representatives of international organizations, leaders of industrial information security companies, experts and scholars to participate in the seminar. More than 1,200 people watched the online broadcast. The conference effectively promoted the establishment of an international industrial information security emergency cooperation pattern, and nurtured the emergency international cooperation environment.

Secondly, it has led and drove the development of the industrial information security emergency industry in the "B＆R". At the conference, many outstanding domestic enterprise representatives using their practical overseas business experience, introduced a several of business models that have been successfully implemented to help other countries establishing security capabilities, and have played a leading role in the development of emergency industry in countries involved in the Belt and Road Initiative.

Thirdly, it has promoted domestic industrial information security emergency awareness. The seminar attracted many media to report including Guangming.com, China Industry News Network, and China Economic News. The seminar videos were broadcast back on 14 video platforms including Sina, Tencent, and Toutiao. It has attracted the attention of the whole society and played a positive role in raising the awareness of industrial information security.
